‘Cases of post-sacrilege Police firing not pursued properly’: Kunwar Vijay shoots letter to CM

AMRITSAR: The Aam Aadmi Party (AAP) MLA from Amritsar North and former IPS officer Kunwar Vijay Partap Singh has raised questions over the process of pursuing cases of Kotkapura and Behbal Kalan Police firing cases by the Punjab Government and asked it indirectly to pursue these cases in proper and just manner in Punjab and Haryana High Court and District Session Court of Fridkot. He has shot a letter in this regard to the Chief Minister Bhagwant Mann.

He said in the letter, “It is brought to your notice that various writ petitions are pending regarding Behbal Kalan and Kotkapura firing cases in the Hon’ble Punjab and Haryana High Court and Hon’ble Supreme Court of India. I have got to know from the newspapers that these cases have not been pursued in a proper and just manner. Even in the Learned Court of Session at Faridkot, these case have been abandoned from the prosecution side. You know it very well that I resigned from the service of the IPS on 09 April 2021, because of indifferent attitude of the then government in power and nexus of the ruling class with the high profile accused persons”.

It reads, “I got to know that accused persons are trying hard to get the Behbal Kalan case investigation and ongoing process of Trial in the Fridkot Session Court quashed and get themselves acquitted without facing trial in the Learned Court of Sessions. I got to know from the newspapers that a bunch of petitions are listed on 20th May 2022 before the Hon’ble Punjab and Haryana High Court eg. Suhail Singh Brar versus State of Punjab and others, Civil Writ Petition 2060 of 2022. In a case, where the process of trial is going on in the Learned Court of Sessions, the accused persons have preferred civil litigation which shows their obvious intent and manner.

 “You also know that the SIT’s constituted by the Government of Punjab after my resignation have not done anything to get these cases at logical conclusion. Therefore, it is requested to you to defend these petitions in the Hon’ble High Court and to proceed with the ongoing trial in Fridkot Session Court” he added.

This letter that was also marked to the Kotkapura MLA and Punjab assembly speaker Kultar Singh Sandhwana, AAP Punjab affairs incharge Jarnail Singh and Secretary, Punjab government, is turning out to be hot topic in the political and Sikh circles.

In a way, Kunwar asked for the Proper Interference in the cases and said AAP Govt too not pursuing the cases properly. “I urge @BhagwantMann to clarify his govt’s position on the burning & pending issue of “Beadbi” & Behbal killings as raised by his own party Mla @Kvijaypratap ? You had promised “Badlav” from previous governments but unfortunately your policy seems similar to theirs to deny justice” (sic.), said Bholath MLA Sukhpal Singh Khaira in a tweet.

The former IPS officer opted for premature retirement from service, soon after the Punjab and Haryana High Court, a year ago, quashed the probe report filed by the Special Investigation Team (SIT) led by him into the Kotkapura firing case. After his voluntary retirement, the then State government reconstituted a Special Investigation Team (SIT) to complete investigations into the Behbal Kalan case.
